Contract Description:
PROJECT GOAL: In 2005 the Yakama Nation as the lead agency is proposing to continue to evaluate the feasibility of re-establishing coho in mid-Columbia tributaries.  In FY 1996, selected habitats and acclimation pond sites in the Methow and Wenatchee river basins were identified for potential reprogramming of adult and/or juvenile coho from appropriate lower river hatcheries.  All proposed activities outlined within this statement of work are consistent with project objectives and issues as they relate to activities for the next 3 to 4 years.

BACKGROUND:
The purpose of this Statement of Work is to produce environmental documentation, conceptual and broad collection and analysis of information from a variety of sources using techniques such as literature review, direct or mail interview, mechanical or visual monitoring.  All environmental documents shall be prepared pursuant to the provisions of the National Environmental Policy Act (NEPA), Endangered Species Act (ESA) and other applicable statutes and ordinances and regulations of the Federal, state and local agencies with environmental regulatory responsibilities and authority and related guidelines and regulations.  All documentation will be reviewed and approved by BPA lead environmental compliance staff prior to finalization.

The Master Plan is a requirement from the Northwest Power and Conservation Council, and must meet specific content guidelines as specified in the Council's 2000 Fish and Wildlife Program.  Content requirements also could change over the course of the next year.  Techniques required would be similar to those for environmental documents, except for mechanical or visual monitoring.
